It’s pretty easy to answer that question: the political structure in the Philippinnes is more of an oligarchy rotating around the same families, there is very little in the way of enforcible accountability, presidential pardons are more plentiful than toilet paper squares for those guilty of massive frauds and graft while in government. Democracy has never had a strong foundation in the country…it did not exist under the Spanish until 1898; when they were thrown out with the aid (sought by the rebellion) of the Americans…who promptly kept the territory and made it a virtual colony…until the Japanese invaded in 1942 and kicked the Americans out (and we know here where Macarthur and one million US troops came…my country, Australia, which had a population then of 7 million). After the war the US tried to reassert dominance from 1945 to 1947…but failed. So supported the creation of US-friendly dictatorships, like that of Ferdinand Marcos.
However, even with an autocratic government, manilla has not been able to assert itself over all of the country…note the ‘communist insurgency’ for decades in Mindanao, and has a peripheral grasp on other areas as well.
There has been a comprehensive failure to reform government (the graft and corruption continues unabated) reform civil society, provide infrastructure, foster industry, provided housing, education, employment opportunities…and the protracted and continued weakness of the central government, and the ineffectiveness of the Opposition, all contribute to the morass. Nor does the Catholic Church help with its interference in the State.
Add to that an increasing population, lack of disease prevention programs or healthcare, slums and urban decay, a lack of agrarian reform, closure of US bases (which had supportive economies around them…albeit often focusing on prostitution and ancillary industries) and you have a plethora of reasons WHY there has been a failure to alleviate poverty amongst anyone but the political elite and their cronies. Its systemic and not going to change. Even if there were another people’s revolution.
